I've hated Thumbtack for years. Even if the posts are genuine the person looking for a service has multiple choices from responses and contacts each one to see their price then typically go with the lowest bid.
That leaves everyone else out of 7$ .
They should only charge if the customer has agreed to service.
If that customer cancels we should get a refund.
They've monopolized small businesses like the mafia would.
I've only ever paid a few times without getting hired but I think it should be disclosed to the potential customer that if they reply we'll be charged regardless of who they hire if anyone. A lot have no intention of hiring or checking what and who is available for the future.
This type of activity should be banned.
